downloads help

ok so im trying to setup a download for people to buy my CD, its a 98 meg zip file. If i turn on redirect, i get a bad request error. if i turn on the stream i get file doesnt exist. if i turn on only downloads leaving redirect off, stream off, GZIP off. It works but i only get 3.8k of the file. If i turn on GZIP i still only get 3.8k of the file. I have changed a few things in my php.ini with no success, been at this for 2 weeks now and am scratching my head.

i would include my php settings but the forum wont let me post it all, and not sure which parts of it are crucial to my request. thanks for any help in advance.
