1.3.9a Is the admin categories editor change a new feature or bug?

I'm working on a zen cart version 1.3.9a. This is a new install not an upgrade.

The store owner has noticed when she goes to edit a category to add the category description there are links to her listings on the left side of the page and the html editor is on the right side of the page.

Is this a new feature or is something not right? I could see it being a new feature for a quicker way to go to edit a listing.

It's a side-effect of a few things. It will function just fine, although the visual look is a little different from prior versions.
