I am trying to run the install and i keep getting a 403 on the install page and every other page, all permissions are set, any help at all thanks

Which version of Zen Cart?
What's the URL you're using to "run" it?.

Your hosting company's server configuration must not like the security protections offered in the various .htaccess files included with Zen Cart.
It would be preferred if you would state the actual version number, or the filename of the zip you downloaded.

Talk to your hosting company to find out what the server's logs are saying is the cause for the 403 errors you're seeing.
You might also check your /cache/ folder for any "myDebug-xxxxxxx.log" files which show you any PHP errors that might be a result of incomplete FTP uploads..
