Shipping Help please

I have been trying to figure this out for a month on my own to no avail. Forgive me if this is a dumb question.
I want to set my shipping charges as follows:
Orders under $50 i need to charge a flat rate of $12
Orders over $50 i need to charge 23% of total purchase.

Can someone explain how i would set this up in admin. and again i apologize if this is a dumb question.

You could customize the Flat Rate flat shipping module to test the amount of the order and if over 50, to use a percentage rather than the flat rate that you have setup ...

Can you show me what i would need to enter into the module in admin.
Im not sure how to make the changes you have suggested. I have the zencart manual and it has nothing in it to explain how to use the different shipping methods flat rate and percentage.

Does this look right i entered this under the table rate module.
Or would it need to be..

50:12.00,50.01:23%

For the shipping to be calculated correctly.

That is a shipping module that would work better ... but you do need the right settings ...

But instead use:
50:12.00,10000:23%

This means, up to $50.00 charge $12.00 and for anything above up to $10000.00 charge 23% ...

Using 50.01 would terminate the shipping at $50.01 ...
