Categories Displaying in Random Order

I am having some real problems getting my main categories to display in the order I set in the category admin page.
I have just had my website moved onto a new server, and everything appears to be working perfectly. I can change the order of individual products within a category, however not the category order.
At first I tried deleting the order that I originally set at the bottom of each category page and re-entering the order I want, however my website displays the categories in a random order.

I have tried:
Config - All Listing - Display Product Display Default Sort Order - 8
Config - New Listing - Display Product Display Default Sort Order - 8
Config - Product Listing - Display Product Display Default Sort Order - Blank
Config - Layout Settings - Categories/Products Display Sort Order - 0

They are still showing up in a completely random order and I'm not sure what else to try. I would be really grateful for any advice.

Did the sort order work OK before the move to the new sever?

Do you have a custom template that might be changing things?

When I set that last setting to zero in my stock test site, the categories sort according to the order specified.

Thanks for your reply.
It worked perfectly before the move. We didn't have our old site uploaded though, we had a brand new design uploaded. I don't know if this would make a difference as all the zen cart admin settings have stayed the same.
It quite odd as if I add a new category, the order of of the category listings changes again. It seems completely random. They are not in alphabetical order or in numerical order.
I will try getting in touch with our designers, I just thought there might have been a setting I could have overlooked?!?
