Just went through the install after merging my changes and it appears that everything went good. But I just wanted to verify that there is NO database upgrade needed to go from 1.3.9a to b
In that case I don't have to modify permissions for my configures or even touch the installer at all. Just patch and go.
I guess I still have to disable payment/shipping modules.

I run zc_install and there is no option for a database upgrade for 1.3.9a -> 1.3.9b under:

So either somethings missing from the installer.. or there is no upgrade needed for 1.3.9a -> b.

Maybe if I read it a little better:
Database Information -- Upgrade Sniffer predicts: *** No upgrade required ***
So I guess I'll listen to it and my gut.. and just skip the install.
