Gi,
YOur hosting company should provide you with a cpanel.
www.your_web_site.com/cpanel
you will have a user name and password
- click on file manager
- click on: public_html
- admin/ includes/ configure.php
- right mouse click and select from the drop down list file permissions
- click to choose 444
- and if you ever need to edit the file you will have to change the file permission to 644, then change it back
