Don't want to have to checkout for the download

I have a list of products that I want to make available in a Word and PDF format for ANYONE to download.

I don't want then to have to go through the checkout process to get it.

I currently have it all set up and working though the checkout (tested the file download and it worked) but each time that creates a new order which I don't want.

How do I configure it to allow anyone to download direct from the product page?

As an aside, when I went through the checkout process I did get a warning that the company could not ship to my region which is both odd and incorrect.

I have checked through a ton of tutorial and threads. I don't want to use an add-on unless I have to.

If you want to offer a free download and NOT collect ANY information about the customer/person/bot/spider/thief downloading it, then simply put an <A HREF ...> link into your product description using raw HTML, and host the file someplace on your server where you don't care about theft.

Okay, so that is an option but let's say I want them to have to login (create an account) and then be able to download it without going through checkout; is that possible?

OKay, so if I mull that one over for a while, any idea why the "will not ship to you region" thing came up? Regular products will ship there; is it because I marked it as not taxable and the office and my address are both in NJ?

The "Sorry we're not shipping to your region" message appears whenever the customer is attempting to checkout with a shipping address for which no shipping rates can be determined.

Possible causes:
a) No shipping works for anyone because the store's origin zip code isn't set in Admin->Configuration->Shipping/Packaging
b) You have configured all your shipping modules to be limited to only certain zones (instead of setting to '--none--') and the customer's shipping address is outside of the permitted zone
c) The product is set to Free Shipping but you've disabled all free-shipping services
