paypal website payments pro 10764 errors v1.3.9

Whenever someone attempts to pay via maestro they get the following error
12 [Declined:
10764-This transaction cannot be processed at this time. Please try again
later.

I have spoken to paypal who claim it its not them who is declining the cards even though the error code suggests this is the case.
I have also had my customer speak to their bank who also say its not them declining the card.

I am able to successfully process the card with the same details using virtual terminal.

I have upgraded to the latest 1.3.9c zencart version

Have you signed up for the 3d secure from cardinal? You need this to be able to process maestro online. (Fine still through virtual terminal)

yes I am using 3d secure and it works fine, its just this error when it goes through to paypal

10764 suggests that PayPal's system is too busy to complete processing.

all other cards except maestro go through

Well ... PayPal is far more equipped to find out from the bank why the card would be getting declined.

Will have to let them sort it out for you.
