Downloadable product problem 1.3.9c

1.3.9b downloadable files are ok, everything functioning good.

Running 1.3.9c upgrade on local host, suddenly all PDF downloadable files are coming up corrupt and unable to open.

Anybody else having that problem?

I have tested this on one of my sites, I successfully downloaded a .pdf file, but during the checkout process I get the following:

Payment Method
Sorry, we are not accepting payments from your region at this time.

Found the solution:
Payment Method
Sorry, we are not accepting payments from your region at this time.

Short answer: Turn on the Zen Cart Free Charge Card payment module ... it's used to process orders for which no payment is required. Without it enabled, you can't process free orders.
