    Default Paypal confirmed address issue

    I have setup paypal website payments pro and can take
    transaction throught credit card I have also setup express check
    and payment through paypal.

    The issue is I keep getting the error message:

    The address you selected at PayPal is not a Confirmed address.
    Please return to PayPal and select or add a confirmed address
    and try again


    I have logged in on separate payal accout and check that it
    says confirmed next to the address and tried to process
    a payment on this account issue persists.


    This message occurs whether the customer uses paypal express
    checkout without registering on the site or registers and attempts
    to pay by paypal.

    Turning off confirmed address is not an option.

    Can someone clarify something for me aswell.

    As far as I believe the paypal confirmed address has nothing to do with the address that the customer has entered in our store.
    But relates to the credit card linked to the customers paypal account. So the customer can have a different address in the store to that
    confirmed with paypal.

    I have also raised the issue to paypal as:

    1) A consumer with confirmed address unable to make a purchase online

    and as

    2) A merchant trying to get their payment processor setup correctly.

    I have received a response from paypal.

    They have advised:

    You or your developer will want to look into the Express Checkout API call being made to PayPal. There is a parameter called ADDROVERRIDE, which can cause this error. It is an optional parameter, so it can be removed or you can change the value to zero.

    is this essentially us turning off confirmed address for express checkout?

    Zen Cart sends ADDROVERRIDE only when the customer is logged in to the store, since it is sending the customer's registered address to PayPal as part of the transaction. This is so that the store and PayPal both have the same address. Otherwise you'll be asking whether you should ship to the address in the store or the address in PayPal.

    So this does not affect the express checkout process.
    As this is relying solely on the confirmed address the customer has
    with paypal.

    I do get the same issue when someone has logged and tries
    to pay by paypal.

    I have limited the store to 1 address only
    so it should be both the shipping and billing address.

    I believe we have very strict fraud filters set on the paypal
    account could this be adding to the issue.

    I have set
    Express Checkout: Require Confirmed Address = No
    and a transaction went through ok.
    We are going to monitor this to see how it goes.
