It does appear like Zen Cart - there are ZC-specific classes and ids on some elements - but it is inside a frame which makes examination of some things impossible (such as view source).
There are a lot of images which are 5 to 10 times the filesize they should be for their pixel size, and that would slow a site significantly.

OK, it is not just a misleading name in the footer, but someone using/adapting ZC and being hostile about it... The image size is a valid comment for any kind of platform, but let them support their version.
