I am using fresh install of 1.3.9b and in banner manager am unable to turn off banners. I use edit and deactivate and update. It says update successful. However, the buttons stay green and the banner stays active. This is for all banners. It saves changes for show in SSL window and open in new window. Just can't turn off banners. No add ons and using standard zen cart template.
