I have
1. Installed 1.3.9c - no Admin access
2. Deleted everything on the server, deleted the DB.
3. Created a new DB, new name and user.
4. Reload 1.3.9c
5. Reinstall ZenCart
6. Still can't access Admin.
This has happened 3 times.
Setting up a store for my wife.
Any ideas?
