Help adding templates to my localhost site

I'm having trouble getting my site a new template.

So I am using wamp, with an apache server. I'm fairly new at all this, so please, be gentle.

I installed this template: blue strip
http://(sorry, site offline)/templates.html
Then I extracted it, and I put it in my www/zen-cart-v1.3.9c-full-fileset-05162010\includes\templates
directory

I read through the install.txt and html file, but I still am confused. Somewhere a step is shown to upload the template to my ftp server. What does this mean? My localhost is my server, it's not published to the web.

Anyways, I tried to download filezilla, and then use it to connect to my server.
host:localhost
username:root
password:********
port:80,21,22 etc...

Sorry my post was so long. I didn't want to leave out any details.

I didn't think adding a template would be so hard really, it's been an hour or two. I can't help but think that I'm going about this the wrong way and would like some help installing the template.

and I feel like other people are having similar problems, but I don't know if they are using wamp. I just need simple instructions on how to get a new template.

I've tried everything on this page only to get this error when I try to load the folder

and I am fully upgraded on zen cart. Could the issue be that the template I installed is not compatible with the latest version of zen cart?

the error I get is
"Forbidden

You don't have permission to access /zen-cart-v1.3.9c-full-fileset-05162010/includes/templates/zen cart theme/images/ on this server."
