With Zen Cart is it possible to take an order over the phone and then add the customer (if new customer) and the order via the admin control panel? Is there some sort of add-on that successfully does this?

Yes, there is add-on(s) that does that. You will need:
- Admin Login as Customer
- Master Password (for above to work)
Teach them to shop and they will shop today;
Teach them to Zen and they will OWN a shop tomorrow!

Sorry, are you saying I need to add all three add-ons. And if 'yes' then should they be added in any specific order?

Correct. You will need all 3. Order doesn't matter.
