I too have this problem in that I received the same email as the original poster.
I upgraded to 1.3.9d a few weeks ago and got the first email yesterday. Whilst i was trying to fix this issue (as detailed in this thread) I've now received another email from paypal to say they have disabled my IPNs.
So....bearing in mind I've already uploaded the new Paypal Curl File in page 2 and checked that Website Payments Pro and Express Checkout settings are correct what does this mean?
Also why, when i don't use Paypal Standard payments is this IPN problem rearing its head now?
And lastly any ideas as how to fix it!?!

You simply need to put a valid URL into your PayPal IPN URL field as per instructions: http://www.zen-cart.com/wiki/index.php/PayPal
If PayPal continues to send you the emails, log a support ticket to find out what's specifically wrong: www.paypal.com/mts
