Zen Cart Calculating Tax from Billing Address

My business is based out of California. I've been notified by a customer that if she puts her billing address as California and her shipping address as out of state, she gets charged CA sales tax. I've checked and sure enough, it does. Can anyone tell me how to change this so that it will NOT charge sales tax if a CA customer is shipping out of state?

Before you make any changes - you should check with your taxing authority - It should not make any difference where she ships the package. You are in CA and she is in CA - I believe that makes it a taxable transaction, but I could be wrong.
