Flat rate zone problem

morning everybody!

I am having trouble getting the zones to work. this is what I have so far:

- United Kingdom setup under countries
- 114 zones setup for the United Kingdom (including Bucks which is where I am testing from)
- Zones definition setup for the United Kingdom (taxes, definition, etc setup for all zones)
- tax rates setup with United Kingdom in Zone
- shipping zone for the flat rate shipping module also set to United Kingdom

Try to checkout using an account registered in Bucks and I getthis error:

Sorry, we are not shipping to your region at this time.

Any ideas? I thought I covered all my bases - but I have spent hours so far going round in circles
