Sending Intl info when Domestic to USPS Module

I recently upgraded to v1.3.9d and now when I use the USPS shipping module I am getting this error:

I am trying to ship US domestic to US domestic, but it looks like ZC is sending some Intl data codes to USPS. I've checked all the obvious stuff (Admin>Configuration>Shipping settings, Shipping Module settings, etc.) and searched around on the forums looking for a solution to IntlRate.UnpackIntlRateNode but I haven't found any definitive answers. Anyone have a suggestion what may be happening? Like I said, I am testing the shipping from a California addresses in New York, South Dakota, etc. and I get this error every time. Thanks.

Also, I just checked the database and both the store and shipping country codes are 223 (US), so I can't figure out where it's getting the International from.

You can delete this thread. After extensive testing, it was a problem with the orders.php class.

What type of problem did you run into on the Order Class file?
