Move search bar and nav link to header

Hello i'm using version 3.9d and I would like to move the nav links and the search bar to combined them together into the header. I would like the nav links to sit above the search bar. I downloaded the tpl_header.php file from template default and saved it in my template commons folder. Please help a picture is attached.
