Doesnt recognize database or missing something?

I may very well have a temporary memory leak, so bare with me.

I have 139d up and running in that it show the default template online (on my temporary subdomain).
And I can log in to the admin no problem.

Question is how I do to import my old 138 database.

1 - Do I import database ...sql via phpMyAdmin?
2 - or do I import via logging into the Admin page online and go via Tools/Install SQL Patches?

I have already transfered via FTP all my CUSTOM folders as well.

Please, please, please be pedagogical and please do NOT withhold me what you may see as obvious. Meaning please mention all steps I now need to do do.
