Creating a new navigation bar help

Hey guys I was wondering how I would do one of these (see image)

I was trying to add one in the admin area but I could not find it.

Admin - Configuration - Layout Settings - Categories-Tabs Menu

Of course, you'll need some categories set up.

Admin - Configuration - EZ-Pages Settings - EZ-Pages Display Status - HeaderBar
