Default Checkout refuses to load into HTTPS

I apologize if the topic has been touched on before, but I couldn't find a solution with my initial pass through the forums.

My clients have purchased and installed their SSL certificate, but even after editing both the requisite configure.php files and setting SSL to True, the checkout pages refuse to load into HTTPS--it has to be done manually.

Does anyone know why this would be?

Thanks, but I've poured over every word of that page a few times now. The settings are correct as far as I can tell.
