Change classic step of order process

I want to change the classic step of order process in order to prevent missing the order.
Do anyone know how to modify it so that the steps of order procss become order first and then payment. Thank you for your help!

Yeah, it is a big vague. You say you want it to be order first, then payment. The current way is you place an order, then start checkout which starts with Shipping Module, them Payment Module and then Confirm the information and send it off.
What do you want it to do?
