139d EC: blank item descriptions in paypal post sale receipts

I am having this issue again with my new build of 139d. My 138a live store is working fine and generating complete item descriptions in the paypal post sale receipts. This build of 139d has no add ons that affect the order total. I have uninstalled and reinstalled all payment, shipping and order total core modules, with no discounts or gift certificates.

My store uses Paypal express checkout, both the EC button and the one on the payment page lose the item description (blank to paypal).

To try to figure out what's happening I have only installed paypal express (payment) usps (shipping), sub-total, shipping, total (order total) no tax and enabled paypal logging.

I compared the log files from my working 138a live store to my 139d, but they seem to be in different log formats so its hard to figure out what the differences are.

In my new 139d paypal ipn log the item name and number is blank:

I'm stumped....is there a new setting at paypal or something?
