Image Hover Link in IE jumps

Hi
Image link hover jumps down in IE 8 without using "compatibility view". I don't want to click on the button to view "compatibility view" for fear that I may no longer see this issue. In FF of course it looks fine
I am using zen-cart 1.3.9d with basic styling modifications but I also see it in a site that I have using 1.3.7 (which I never noticed until today) because I avoid IE and forget to even look at it through those eyes.

I did notice if I remove
background-color:#B52C07;
from the css, line 33

a:hover, #navEZPagesTOC ul li a:hover, #navMain ul li a:hover, #navSupp ul li a:hover, #navCatTabs ul li a:hover {
background-color:#B52C07;
color: #fff;
}

it goes away but I don't want to remove a background color on hover

Any ideas on this quirk and how to get around it?

Please keep in mind, if you look at the site, that as of today these items are not yet for sale, except for the butter keeper. I have put items in for styling and basic set-up for future release as artisans send me info.

I had the same problem a few months ago, but could not get it fixed without removing the background reference. Maybe someone with more expertise can help out on this one.

I gave up after trying all kinds of "fixes" that I found suggested elsewhere that didn't work.
So, I took out the
background-color:#B52C07;

and changed the
color: #fff;
to something that gave me some contrast

I would still like to put it back in, if anyone has an idea but the quirk won't be visible on my site anymore to see as an example.
