Db Upgrade button does nothing

Hi All,

Im upgrading from 1.3.8a to 1.3.9.b on my test site to go through the process.

I used cpanel to upgrade the test site to 1.3.9b which after reading through the forums is not the best way do do it.
The upgrade went fine and the site seems to be working with my custom template so then needed to run the db and cfg file upgrades.
I uploaded the zc_install directory and went through the process. I receive a few curl errors at the top which are related to ssl so not related to my install.

I get both the upgradedb and the update cfg buttons at the bottom of the page however pressing them does not seem to move onto the next step. Do I need more than the zc_install directory to upgrade the db and cfg files?

No I get Welcome screen then License then Prerequisites.

The only thing that gives any indication of a problem is the Attention problems found and the errors are as follows however I dont use ssl therefore do not understand why its coming up with an error that curl has not been found.
