USPS never errors on bad zip

We have the USPS module running in V1.3.9d and it works fine. However, if a non-existent ZIP Code is entered or a mismatch between state and ZIP code exists, no errors or messages are ever printed. The only reaction is to not print a Rate.

Is this normal behavior or is there some setting to enable messages?

The problem is that a customer will not know that it has failed since they don't know what to expect from this unknown tool.

You could edit the USPS shipping module language file and change the text message that you are seeing.
