I have set the Categories-Tabs Menu ON/OFF to 0 in the admin backend, but the ugly menu is not going.

Apparently you have some type of dropdown menu add-on installed.

uninstall that add-on and the menu should not be displayed.

You can add this to your stylesheet_header_menu.css for a temporary fix, but I agree with clyde that you should remove the header section in the files.
