That's an animated gif, and a particularly irritating one.
I'd recommend dropping it altogether as I can see no benefit in continually distracting your customers away from the important business of buying your products.
But if you want to keep it, then to get rid of those spaces you need to edit the image.

I did look at your site. That's how I know that the only way to get rid of those spaces is to edit the animated gif that was made with them in.
(Though I still say it will be killing sales and is better gotten rid of completely.)

Hold on. Are you maybe not talking about the unbelievably irritating animated gif and instead want to squish up the real content to bring it closer to the distracting carbuncle thus making it even less likely that anybody will be able to concentrate on it?
In that case you can do this by CSS. You would need to remove the top and bottom padding from your #navCatTabsWrapper (about line 250 of your stylesheet) and the top margin on your .leftBoxContainer and .rightBoxContainer styles (about line 550).
