site shift issues

Hi I have a site on a unix server. While making my site I noticed it started shifting to the right when I clicked on anything. this only happens in IE not Firefox. So. after a while of failing to fix the issue I reinstalled zencart and eventually my hosts sql database. I still get the site shifting to the right even with a clean install. Can someone hep me figure out why.

Well I believe it is the scroll bar. It seems to blink off when I click any link and then on again. I saw a post that explained how eo fix it for firefox However I am having this problem in IE. I still do not understand why it al of a sudden started happening. I would appriate any help I can get on the subject.
