Selling downloads and not shippable products overseas

I would like to know if it is possible to set up to sell downloads and not shippable products overseas. If so how would you do it? Currently I have setup to ship to Canada and US only for everything.

If you built a Zone Definition for US & Canada, you could add this to your shipping module(s) ...

Now, anyone not in the Zone Definition for US & Canada would not be able to checkout, unless they only had Download Products in their cart ...
