trying to turn off model number and quantity

trying to turn off model number and quantity in product.
But i already set them to 0 as suggested in turtorial, what is wrong help?

Have you gone to Admin - Catalog - Product Types - Edit Layout ?

It work!
but i am dealing with another issue.
when i set price at 4.7, it rounds up to 5.
when i set at 4, it stays 4, what could be causing it
