we have our previous customer email list and we want to send an email from zen cart announcing our new store, how can this be achieved?

Zen Cart v1.x can only send newsletters/announcements to actual customers registered in the store.
To send emails to an outside list, you'll need to use another program, such as GroupMail, discussed here: http://www.zen-cart.com/forum/showthread.php?t=38322.
