adding additional footer above copyright

I would like to add a footer type line that would consist of the heading of PROUD SPONSORS OF: and the company logos of these sponsors with a link to their home page. I have it set up as an HTML file and was wondering whether I should set it up as a footer banner or with define page editor. My site is www.tte.ca.
Any suggestions as to how I install them would be appreciated.
I've attached the HTML file to show the effect that I want. This is just a partial list.

I would probably add it to tpl_footer.php as an unordered list and style it in the stylesheet.

I tried putting it above the pricing and quantities text and below the <---eof navigation display----> but nothing happened at all. now this particular file is located in the includes/templates/Tte/css/tpl_footer.php.
I'm assuming that's the right location.
