Nonsense. Express Checkout and Website Payments Standard are exactly the same in terms of fees.
Yes, Standard is entirely dependent on back-end communication working reliably if you want to see orders in your store. Express doesn't have that limitation.

Actually you are correct thank you very much! I was looking at the compare payment solutions table on paypal website but i was looking at the wrong column. Thats great news, i am changing as we speak.
