You've *partially* installed the Time Zone Offset addon, but not completely.
You've missed at least the SQL portion of the installation. Maybe more.
It has nothing to do with customer authorizations.

Thanks DrByte.
We duplicated this error site from another one of ours, and we now realise that the original must have had a Time Zone OFfset addon - we haven't installed the addon on the site with the error.
Will installing the addon fix this error?
