Im using the latest version of zencart.

I want to set up a system where NJ and NY residents pay their respective sales taxes of 7 and 8.875% each.

I've set up the 2 tax zones- NJ and NY, however, even if I change my primary address to a NJ address, the system is still charing me NY rates.
Would anyone know of any solutions?
