The ping you supplied output for was from your PC, not from your server. And it's your server that's doing the version check, not your PC.
Thus it would seem that your server must have either cached the output from the version details, or is not resolving dns lookups properly for its own internal lookups.

I have no clue how to ping from my server to get good result I have made test from four different installation on three different webbserver/webbhotell.

I tryed to find a script to ping and the only one I found that working was only say the ping was ok.

On the last installation I made the last test with v1.3.9d on same server as an installation with v1.3.9e is it in that situation the cache could get the information that it is ok? or is it on pages with only v1.3.9d the cache could be wrong? In one case it should say that I don´t have the last installation even with wrong cache or Im wrong?

none of my four installation is updates. 2 of them is from same unzipped version and with a custom templates the other is one testpage on a new server and the last (on the same server as v1.3.9e) is from new unzipped files.

this is a small problem but if this not working because of cache is not cleaned, some other could missing important updates. I alwas told my customers to contact me if they see the message about updates. And as with v1.3.9 changes are often.

This is not a problem with Zen Cart. It doesn't matter whether you have version 1.3.9a or b or c or d or e or f ... the version of Zen Cart will not change the results you're seeing when using the server you're presently using.
It's a problem with your webserver finding valid information on the Zen Cart versioning server.

The fact that you can "ping" okay is good to know, but insufficient information. wilt was asking for all the information reported back when pinging, namely the server address that the ping attempt decided to try talking to.

As far as being made aware of updates, you can subscribe yourself to the Zen Cart News & Announcements section of the forum so that you can be notified by email whenever a new version is released. You don't have to rely on the client to look at the version-checker for that information.

On my particular hosting company, they added an option to throttle outbound connections in an attempt to squelch viruses, etc.

    ---
    Outgoing Connections Manager

This feature allows you to specify certain IPs or IP ranges to which you will be able to open outgoing connections.
    ---

If I want to add a block of allowed IP addresses I can, otherwise it blocks Ip's. I can't tell how long it is blocking "clounfront" but I see about 30 different IP addresses that Amazon is using for ping.zen-cart.com. I don't know of any other access the website and cart would be going to, so I assume mine are all ping requests.

I wonder if the OP has a similar blockage?
