Paypal express going back to step 2 ?

When checking out with Paypal Express, the customer puts a product in the cart and selects paypal => goes to Paypal => returns to my cart but instead of landing on the Thank you page they end up on the Confirm Order page and go through 'page 2 of 3' and 'page 3 of 3' even though the order is done.

The order goes through correctly and the download product is available once they get to the Thank You page.

I have the "Express checkout skip payment page" question set to yes

any thoughts?

I'm afraid not, I'm just living with it for now.

I have same issue after pressing confirm button on checkout confirmation page. paypal express returns to step 1
