contact us emails returned with error: "contained no recipient addresses"

I am using v1.39b, after I set up the rest program works well. but my contact us function not works.
when I use contact us to send a message to another address, the mail just not send out, and I can find the return mail is

A message that you sent contained no recipient addresses, and therefore no
delivery could be attempted.
