Can payment modules be put in override system?

I edited the text for my PayPal payment module, so when a customer checks out it says, under payment methods, "Checkout securely with PayPal. No PayPal account required". Is there anyway to move this into the template override system?

EDIT: This is the paypal.php file located at /includes/languages/english/modules/payment

Yes. It would be includes/languages/english/modules/payment/YOUR_TEMPLATE_NAME.

Anywhere you see a 'classic' folder, you can place a folder for your template at the same level.

When I upgrade, is there any easier way to more all of my custom files over to the new version? For example, when I upgraded from 1.3.9d to 1.3.9e, I just went though and copied all of my custom files over. Is there any easier way?

Not that I know of, but when I upgrade from one 1.3.9 version to another, I just copy the files that have been changed (a list is in the changelog file) over to my live cart. If I have changed any of the files (rare), I check those against the new ones and edit if necessary.
