I am offering free shipping on some items to local buyers. I have activated the FREE SHIPPING module and it works perfectly for local buyers. However, when foreign buyers select only free shipping item, they see no shipping options. They should be presented with the zone shipping option (which works normally if they have non-free-shipping items)... How do I fix this?
