Rich Text Editor

I have the latest version 1.3.9
Why is that I have no rich text editor when I list my products description.

I do not have a window popping up like this one I'm typing has a rich text editor, but on my product page it is plain without the rich text editor, how do I set it up?

When you navigate to admin > catalog > Categories / Products >
Right at the top right is a selector & drop box for Text Editor
