Can I make state optional for non-US residents?

I would like to make the state field optional for non-US residents when they register on my website. I would, however, like to keep it required for US residents.

As a German, I can tell you that for some countries, such as Germany, you do not put a state in the address, just a street address, zip code, and city.

Is there any way to do this? Thank you for any help!

EDIT: Also, is there an updated country list I can add to Zen Cart via MySQL patches? Kuroi was so kind to post one here, however, some of those countries, such as Yugoslavia, do not exist any longer. Does a new list exist?
