revamp store shipping policies from zone to usps zip codes?

ok, so i have not been happy with my shipping setup for a while now, and this issue might be the catalyst that gets me to change.

the current issue is that my current zone settings of CA (canada) seems to be being read as CA (california) so my california customers are being charged international canadian rates. (see zone 2)

here are my zone settings: (note i have deleted the CA for right now, to see if my california customer can checkout at the correct price)

so, i guess i would like some input on the other shipping options. i would like to offer domestic and international usps priority, i guess by weight. i can assign a weight to each item, and to each attribute as well, i believe.

1 question though, is there any way to edit attributes in bulk. for example an xxl collar weighs more than a medium collar. i would like to have all xxl size options add 5oz. (for example). do i have to edit the attribute for each individual item- (which would be 100s of attribute edits) or is there a way to bulk edit all xxl adds 5 oz, across the board?
if that ? doesnt make sense, please ask and i will try to clarify further.

for the record, i just had that customer go thru the checkout, with the CA deleted from zone 2, and they received the correct california shipping...

any thoughts why CA is registering as california, instead of canada?

You're right, California & Canada are the same. Try using Canada's 3 letter code: CAN

sorry for the great delay in replying here...
CAN does not work for canada... it wants a two digit code i suppose...
if i have MX and CAN in the second zone, it still defaults canada to the third zone and charges the higher rates.

any other thoughts? i cant believe that others arnt having this problem? any zen programmers want to tell me why this is?
(not to mention the 'instructions' for zone rates say country code, so why is it picking up state codes anyways?)
