Assign a budget $400/month for clients?

Hi,
I wondering if current zencart modules allow you to create specific budget for clients.
For example if i am a big company who own 4-10 other stores and want limit their purchase to $400 only per month to spend on items. (like a monthly budget)

Can zencart do that?

or is there other way to achieve that with coupon etc ...

Not without much custom code....

Actually sounds like a "ig Company" management issue to me
Have them place this on the purchasers Annual PMI
