Yes, it's working (never said it wasn't). I thought that since there is reference on the code to the template folders/files, it was supposed to grab the styling. So I'm supposed to do the reference to the stylesheet on the simple_sidebox file? or on the file that is going to be have the final output (featured.php)?

The only thing it does with the template is read the HTML for output. How you choose to style that is up to you. Most people stuff that into the stylesheet of the page on which they're inserting the sidebox, not the PHP file.
