Problem when calculating shipping taxes

Hello,

I need calculate taxes only on product cost, but Zen Cart v1.3.9d calculate it for full amount (product + shipping).

Configuration - My Store has 2 options

Basis of Product Tax - which is fine and
Basis of Shipping Tax, that has
Shipping
Billing
Store


I do not want to charge shipping taxes at all, but there is no such option.

If I put "store" it will still charge it because I am in CA and we have taxes! People out side of CA should not pay any.

In Shipping Module I put everywere
Tax Basis - Shipping


But it still calculate on full amount (product prise + shipping)
Please, HELP!

I'm not sure why you've posted this in the Bug Reports section.

If you set your shipping module to use a Tax Class, then it's going to charge taxes.
If you set the shipping module to use --none-- as the tax class, then it won't charge taxes on shipping.
